Request for Proposals

Plans are underway for a 3rd playground at Veterans Memorial Park.  The City of Union is requesting proposals for the construction of the playground, as follows:  

REQUEST FOR PROPOSALS
VETERANS MEMORIAL PARK
LAND & WATER CONSERVATION FUND
PLAYGROUND PROJECT 

Sealed bids for Veterans Memorial Park Land & Water Conservation Fund Playground Project will be received at City Hall located at 500 East Locust, Union, MO 63084 until 2:00 PM (prevailing local time) on the twelfth day of December 2017, at the office of the City of Union, and at that time will be publicly opened and read.  All bids shall be submitted in the form of paper bids.

The proposed work includes the design, manufacture, and installation of an ADA compliant playground to be located within Veterans Memorial Park, Union, MO.  An alternate bid option is available providing a project supervisor for City staff in replacement of complete installation.

All proposals must include the following:

1)      Identification of the specific products and services to be provided.
2)      Concept drawing(s) of the proposed playground.
3)      The play surface MUST consist of rubberized mulch or similar clean surface material.  Proposals that include natural surfaces that could contain dirt and be easily tracked to the splash pad area (pea gravel, wood mulch, or similar material) will not be considered.
4)      Warranty options (cost, term, coverage). 

Suggested items:

1)      Bright Color scheme (red, yellow, green, orange, and purple). 
2)      Theme equipment (may deviate from bright color assortment).
3)      Design should include swings, slides, and/or climbing equipment.
4)      Multi-Use equipment for use by children ages 2-12.

The project cost must not exceed $75,000

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate) or state wage rate, whichever is higher.

The project will use federal funds through a Land Water Conservation Fund grant.  Bidders are expected to familiarize themselves and comply with all state and federal regulations pertaining to federal projects.

The City of Union hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantage individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.

The City of Union reserves the right to reject any or all bids.
